Gardener's mailbag: Should I dispose of my Queen Elizabeth hybrid tea rose and plant fall flowers?

Dear Neil: I know it’s best to prune roses in mid-February. However, two months ago I pruned back my Queen Elizabeth hybrid Tea rose that was growing very tall. Since then it has not regrown at all. I have six plants in pots to help them survive the Texas heat. Should I just dispose of them and plant fall flowers?
