This week, Governor Abbott issued the proclamation for the first-called special session of the 85th Legislation. The members will again convene for the special session on Tuesday, July 18th.
Per the Texas Constitution, only items listed by the governor in his proclamation are able to be considered during a special session. Items eligible for consideration are referred to as “the call.” The call for this special session lists only one item: “Legislation to extend the expiration dates applicable to the Texas Medical Board, the Texas State Board of Examiners of Psychologists, the Texas State Board of Examiners of Marriage and Family Therapists, the Texas State Board of Examiners of Professional Counselors, and the Texas State Board of Social Worker Examiners.” These are state agencies that were up for Sunset review, but the legislation providing for the continuation of these agencies failed to pass. At this time, this is the only issue on the call; however the governor can at any add items for consideration to the call at any time. In fact, the governor has designated many other issues that he plans to add to the call once the sunset legislation has passed. One of these issues is a small increase in the average salary for teachers. There seems to be support for this increase, however the legislature will need to find the funding.
