The voter turnout in Tuesday’s election might not have been huge, but it did seem positive. Every proposition on the ballot passed in both Grayson and Fannin counties. Just 1,942 of the 72,428 registered voters in Grayson County cast ballots during the early voting period for the constitutional amendment election. All votes are unofficial until canvased. On Election Day, 3,399 voters who did turn out were overwhelmingly in favor of proposition 6, a measure aimed at shoring up water needs for the state into the future.

State Rep. Larry Phillips said he was not surprised the measure passed. He said, with the state still working its way out of a drought, people know water is going to continue to be an important resource. He said people also know that growth is probably going to continue in the state and that will only increase the need for water.


"I felt like it would be a good showing, and I think it was," Phillips said of the voter turn out for the amendment. As to the over all voter turnout, Phillips said often times people tend to turn out to vote against things, or for or against people. This time around there weren’t many people on the ballot and the issues were not very polarizing. He added, however, that he thought the people who did get out and vote were probably well-educated about the propositions.

"The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of all or part of the market value of the residence homestead of the surviving spouse of a member of the armed services of the United States who is killed in action."


Grayson County — Early voting: For 1,668, Against 249; Election Day: For 2,982, Against 364.


Fannin County — Early voting: For 299, Against 61; Election Day: For 678, Against 122.


Proposition 2


"The constitutional amendment eliminating an obsolete requirement for a State Medical Education Board and a State Medical Education Fund, neither of which is operational."


Grayson County — Early voting: For 1,743, Against 166; Election Day: For 2,937, Against 379.


Fannin County — Early voting: For 324, Against 33; Election Day: For 678, Against 116.


Proposition 3


"The constitutional amendment to authorize a political subdivision of this state to extend the number of days that aircraft parts that are exempt from ad valorem taxation due to their location in this state for a temporary period may be located in this state for purposes of qualifying for the tax exemption."


Grayson County — Early voting: For 1,181, Against 690; Election Day: For 2,037, Against 1,216.


Fannin County — Early voting: For 218, Against 134; Election Day: For 452, Against 340.

"The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of part of the market value of the residence homestead of a partially disabled veteran or the surviving spouse of a partially disabled veteran if the residence homestead was donated to the disabled veteran by a charitable organization."

"The constitutional amendment to authorize the making of a reverse mortgage loan for the purchase of homestead property and to amend lender disclosures and other requirements in connection with a reverse mortgage loan."

"The constitutional amendment providing for the creation of the State Water Implementation Fund for Texas and the State Water Implementation Revenue Fund for Texas to assist in the financing of priority projects in the state water plan to ensure the availability of adequate water resources."
